The Construction Industry Authority has successfully transited from the Construction Industry Development Board (CIDB), roping in the Building Control Advisory Council, thus marking a significant milestone in its commitment to enhancing the construction industry in Mauritius.
That CIA is building upon its legacy of excellence by introducing innovative approaches and improvements to meet the evolving needs of its stakeholders and the construction industry.
The need for better Standards and Specification crucial to improve service delivery in the Construction Industry. One of the functions of CIA shall be to “encourage the standardization and improvement of Construction Materials and Techniques”.
The CIA assists the Construction Industry in improving its efficiency through wider use of Construction Standards. CIA works in collaboration with Mauritius Standards Bureau to develop and adopt common standards related to the Construction Industry.
In fact the “Building and Construction Standard Committee” set up under the aegis of the Mauritius Standards Bureau is responsible for the development of common standards on construction. The CIA as a member of the Building and Construction Standard Committee contributes to provide guidance and leadership towards the development of common standards related to the Construction Industry
Standards developed or adopted by the MSB are usually voluntary. However, a few standards are even mandatory such as MS 10, MS 34, etc. Construction related Standards are available for purchase at the MSB. The International Organisation for Standardization has recently published a brochure relating to International Standards for the Construction Sector.
The document in the link is an interesting reference for those who want to know more about the portfolio of standards designed by the ISO for the Construction Sector. It highlights the wide range of topics addressed by ISO’s Technical Committees working on standards for the Construction Industry.
There are several Standard Forms of Contract used across the world. The most used in Mauritius are the FIDIC Conditions of Contract, the JCT, the East African Model, the World Bank Standards Conditions of Contract, among others.
CIA being mandated to develop Standard Forms of Construction Agreements and Contracts has developed a model Contract for Minor Works to help those who are embarking on small construction projects as well as SME Contractors to have a handy form of contract which they can use to specify the right, obligation and duties of both parties to the contract.
This Model Contract is different from common Conditions of Contract in the sense that it is more simple, user-friendly and avoids the use of too many complex terms and legal jargons. It has been drafted by professional staff of the CIA. CIA intends to develop other Standard Forms of Contract for the construction sector.
