Under section 27(1) of the CIA Act, no person is allowed to import, manufacture, or produce construction materials or construction plant and equipment specified in the Fourth Schedule to the CIA Act unless he is registered as a supplier under this Act. Do note that registration is valid for 2 years.

The construction materials specified in the Fourth Schedule are aggregates, Aluminium; Bitumen; Boulders; Cement; Concrete blocks and bricks; Paint and waterproofing materials; Ready mix concrete; Reinforcement bars and steel sections, Timber and Boulders..

The construction plant and equipment specified in the Fourth Schedule are: Earth moving equipment; Lifts, hoists, cranes, piling equipment, and rigs; materials handling equipment; and Scaffolding

Note: A “Supplier” means an importer, a manufacturer, or a producer of construction materials or construction plant and equipment as listed in the CIA Act and does not include hardware shops.
