Criteria For Registration

Contractors

No individual or firm is allowed to undertake construction works in Mauritius unless it is registered under the Construction Industry Authority (CIA) Act. “Micro-contractors” are exempted from this requirement, but they are deemed to be local contractors.

“Micro-contractor” means:
1) an individual who is a citizen and undertakes construction works of the value less than MUR 1 million (excluding VAT) per contract; or

2) a firm, the control of which is vested in a person who is a citizen, that undertakes construction works of the value of MUR 1 million (excluding VAT) per contract. A firm is said to have “control” if at least 50% of the shares in that firm are vested in a person who is a citizen.

There are 4 classes of works under which a Contractor can register: Building Construction Works; Civil Engineering Construction Works; Mechanical, Electrical and Plumbing Works (MEP Works); and Specific Works.

Contractors are classified into 4 grades namely, SMALL, MEDIUM I, MEDIUM II and LARGE. Each grade allows a Contractor to undertake construction up to a contract value.

A Contractor is not allowed to undertake construction works above his Grade Limit.

Consultants

No firm is allowed to offer consultancy services in Mauritius unless it is registered under the Construction Industry Authority (CIA) Act.

There are 15 Fields of Specialisation under which a Consultancy Firm can register: Architecture; Building Surveying; Civil and Structural Engineering Services; Electrical Engineering Services; Environmental Engineering Services; Environmental Impact Assessment; Interior Design; Landscape Architecture; Mechanical, Electrical and Plumbing (MEP) Engineering Services; Mechanical Engineering Services; Project Management in Construction; Quantity Surveying, Strategic Environmental Assessment; Third Party Certification; and Urban Planning.

An independent professional is not required to be registered under the provisions of the CIA Act.

Nothing precludes a person who is registered as a Professional Architect, a Professional Quantity Surveyor or a Registered Professional Engineer from taking or using the name, description, or title of “Consultant” in his respective field.

Suppliers

Under section 27(1) of the CIA Act, no person is allowed to import, manufacture, or produce construction materials or construction plant and equipment specified in the Fourth Schedule to the CIA Act unless he is registered as a supplier under this Act.

 The construction materials specified in the Fourth Schedule are aggregates, Aluminium; Bitumen; Boulders; Cement; Concrete blocks and bricks; Paint and waterproofing materials; Ready mix concrete; Reinforcement bars and steel sections; and Timber.

The construction plant and equipment specified in the Fourth Schedule are: Earth moving equipment; Lifts, hoists, cranes, piling equipment, and rigs; materials handling equipment; and Scaffolding

 
Note: A “Supplier” means an importer, a manufacturer, or a producer of construction materials or construction plant and equipment as listed in the CIA Act and does not include hardware shops.

Service Providers

Under section 26(1) of the CIA Act, no person referred to in the Third Schedule to the CIA Act, is allowed to provide construction services unless he is registered as a service provider under this Act.

The Third Schdeule to the CIA Act lists the following persons as service providers:

(1). Computer Aided Design (CAD) Operator for Construction Works including Draughtsman.

(2). Technician in Construction (holder of at least a diploma in a construction related field from a recognised institution).

Note: Only individuals can be registered under the CIA Act, and not firms.
